China’s reluctance to come clean

China’s reluctance to come clean

China has ordered a probe into the toxic river spill that led to millions of people having their water supplies cut for several days. The government has also apologised to Moscow for the pollution, which is heading towards the Russian border city of Khabarovsk. The accident could cause political damage as well as physical harm

A PUBLIC apology from China is an exceptionally rare event. But as a slick of toxic water makes its way along the half-frozen Songhua River towards the Russian city of Khabarovsk, the country’s leadership is saying sorry. This is not, however, to be read as a sign of an imminent end to the secretive culture that for days attempted to cover up one of China’s worst ever pollution spills into its waterways.

The November 13th discharge of some 100 tonnes of benzene and nitrobenzene from a petrochemical plant in the north-eastern province of Jilin could end up causing political damage as well as physical harm. So far, at least, no casualties have been reported, apart from five people killed in the explosion that created the slick (though local officials have a great incentive to cover up such details). On Sunday November 27th, officials in Harbin, capital of the neighbouring province of Heilongjiang, reactivated the city’s water supply after the slick passed by without major incident. The chemicals can be very dangerous if inhaled or ingested in sufficient concentrations. To reassure jittery residents, the provincial governor, Zhang Zuoji, was shown on television drinking a glass of tap water pumped from Harbin’s stretch of the river (which is hardly clean at the best of times but is now at least said to have safe levels of the leaked chemicals).

But as the 80km (50-mile) slick moves on downstream towards Khabarovsk, 700km to the northeast, where it is expected to arrive by early December, there could be significant political fallout. China’s prime minister, Wen Jiabao, visited Harbin on Saturday, four days after the city had turned off all tap water to prevent contamination. As many residents queued for water delivered to neighbourhoods by truck, Mr Wen pledged that investigations would be conducted to determine responsibility for the disaster.

PetroChina, a giant state-controlled company listed on the New York and Hong Kong stock exchanges, has apologised for the explosion at a factory run by Jilin Petrochemical, a subsidiary. Officials in Jilin, who kept quiet for days about the slick, have also said sorry. So too has China’s foreign minister, Li Zhaoxing, to Russia’s government. But officials in Harbin have been defensive about their decision, even after they discovered the approaching threat, to keep the spill secret from residents until the last minute. At first they said the water supply would be turned off for “maintenance”

China has a habit of dishing out blame after big accidents, but remains unwilling to address the culture of secretiveness that can aggravate such problems. Last year, PetroChina’s chairman, Ma Fucai, stepped down following an accident at one of his company’s plants in the south-western city of Chongqing in December 2003, which killed more than 200 people in a cloud of hydrogen sulfide gas. Earlier that year, the mayor of Beijing and the health minister were sacked for mishandling an outbreak of SARS, an often fatal respiratory disease. Yet despite official admissions that the disease could have been better controlled if the public had been informed more promptly, Chinese officials have been reluctant, at least until very recently, to be fully open about the spread of bird flu.

It is highly unlikely that those sacked during the SARS outbreak were as responsible as they were portrayed to be. Higher-level officials were almost certainly just as culpable, but were spared because of their rank. What is unclear in the case of the Songhua River incident is whether the central authorities were aware of the extent of the problem before it was finally revealed last week. The prime minister did not openly apologise for any central-government failings during his visit to Harbin. The likelihood is that blame will mainly be apportioned lower down the line.

As during the SARS outbreak, China’s state-controlled media have been unusually feisty in their criticisms of the way news about the river pollution has been handled. In 2003, some optimists believed that China would emerge from SARS with a government less inclined to knee-jerk secrecy and possibly more tolerant of media exposure of its shortcomings. Many Chinese journalists say they have been disappointed. As the slick moved along the Songhua river towards Harbin, it passed through Songyuan, a big city in Jilin, without a word of warning being issued to the public (though water supplies were suspended). It may be a long time before there is a full accounting of any harm done.

A New Power is Emerging in the East: Does the Future Belong to China? China is now the world's largest producer of coal, steel and cement, the second largest consumer of energy and the third largest importer of oil. China's exports to the United States have grown 1,600 percent over the past 15 years. China is the world's fastest growing large economy and the world's largest holder of foreign-exchange reserves, mainly dollars.

This year is set to be a historic one for China's chemical industry. The Chinese government made big efforts in 2004 and the economy is on course for a soft landing. The country's first three ethylene joint ventures are scheduled to begin operating during 2005. A much stronger growth in China is expected and understanding the rapidly changing dynamics of this region have become of paramount importance. China's growth has obvious and amazing benefits for the world but obvious threats as well. This year's 11th Annual China Chemical Industry Conference will feature dialogue, case studies and leading expert opinions on the toughest issues.

the frog and the ox

The frog and the ox

THERE is a nice variant of one of Aesop's Fables which goes like this. A tiny frog shares a field with a giant ox. The frog tries to get the ox's attention by puffing himself up. The ox fails to notice the frog. The frog puffs himself up some more. The ox continues not to notice him. The frog finally puffs himself up so much that he explodes. But the ox still doesn't notice him.Something much like this happened last Sunday. Many of the supporters of the European constitution nourish dreams of creating a United States of Europe. Valéry Giscard d'Estaing, the constitution's leading light, frequently spoke of his admiration for the American constitution. But the American reaction to the French non vote was a giant yawn. The news networks gave as much priority to the simultaneous vote in Lebanon, and both elections seemed less important than the result of the Indy 500.

Most of the excuses for ignoring the French vote are perfectly understandable. The results were released in the middle of a sunny Memorial Day weekend. The constitution is a turgid document that few Europeans have read, let alone Americans. Supporters like Jacques Chirac claimed that it was a bulwark against American-style capitalism; opponents like Jean-Luc Melenchon that it was “the law of the jungle turned into a constitution”. Eurocrats, implausibly, claim that they will continue to ratify the constitution whatever the people say.

There is a widespread feeling in America, too, that Europe doesn't matter any more—or at least that America doesn't have a dog in Europe's internal fights. The polite version of this sentiment is that Europe is a problem that has been solved. The continent is peaceful, prosperous and civilised. America's vital interests now lie elsewhere—in tackling terrorism and managing the emergence of China. The less polite version is that Europe is a spent force, with slow economic growth, death-spiral demographics, unaffordable welfare states, simmering Muslim populations and little ability to project power abroad.

Europe is clearly not as important as it thinks it is: that would be impossible. Yet America's indifference to it is wrong. It remains America's biggest trading partner and closest ally. Two-thirds of America's foreign investment since 2000 has gone to Europe. For all their problems, the EU and America work closely together in steering the world's economy: China is too undeveloped and Japan has failed to assume a leadership position. Since coming to office in 2001, George Bush has spent more time in Europe than anywhere else abroad—44 days, compared with 13 in Asia. And since being re-elected in 2004 he has put heavy emphasis on repairing the European relationship. For good reason: American action abroad is easier if Europe approves of it.

Which makes it all the more striking that so many of the people who did pay attention to the European result, including some close to Mr Bush, were positively gleeful. Many conservatives broke their self-imposed embargo on French products to pop the champagne. The grand non didn't just mean the humiliation of Mr Chirac, the grand fromage in the Axis of Weasel. It meant the humiliation of a political class that has been a thorn in the side of America since the second world war. Right-wing blogs crowed about the imminent collapse of Eurosocialism. One even produced a map of the “red” parts of France that had voted “no”—and noted its similarity with the 2004 map of the “red” parts of America that had voted for Mr Bush.

It would be churlish to deny the White House some pleasure. But that does not mean following those conservative mapmakers all the way to their eccentric conclusions. The no vote was driven by the most backward forces in France—the enemies of globalisation and Americanisation. And Mr Chirac promptly gave the prime ministership to Dominique de Villepin, an exponent of anti-Americanism in its most self-indulgent form.

The only serious justification for Americans to delight in the EU's plight would be if last weekend had frustrated the emergence of a European counterweight to American power. Yet that was always surely a fantasy, given both the continent's refusal to spend a significant amount of money on defence and its unstable relationship with other possible members of a “counterweight coalition”. In reality, a weak Europe is much more of a threat to America's interests than a strong one. The no vote not only guarantees several more years of Eurodithering and introspection: it also makes it much less likely that Europe will be able to absorb Turkey, let alone Ukraine, anytime soon, if ever.

Why America needs a stronger Europe

The most sensible American response to Europe's failure is to see it as an opportunity. An opportunity that is fraught with risks, to be sure, but one that would allow Europe to start down a more sensible path, and would let America nudge it in a more Anglo-Saxon direction. Bill Kristol, a leading neo-conservative, likens the French non to the rise of Ross Perot. Perotism was noisy, confused and full of unpleasant elements. But it showed that people were no longer willing to tolerate the old order, and it prepared the way for the rise of Bill Clinton on the left and Newt Gingrich and Rudy Giuliani on the right. There are signs that a similar revolution is stirring in Europe. There is a good chance that Mr Chirac will be replaced in 2007 by Nicolas Sarkozy, who claims to be more of a fan of the free market; and an even better chance that Gerhard Schröder will be replaced this September by Angela Merkel, a woman who backed the invasion of Iraq. The shake-up gives America an opportunity to find new friends and collaborators in Europe.

Yet the paradox of America's European policy is that it only has a chance of influencing Europe if it is seen to be doing nothing. America needs to do what it can to make sure that the frog doesn't explode again. But in public at least, the ox needs to give the impression of being indifferent.

word formation

                                                      Word Formation

Affixation, compounding, conversion, shortening, clipping and acronymy play quite an important role in word forming.

Magic or realism

Magic, or realism?

China and Latin America can help each other, though some claims made for the “China effect” are more fantasy than fact
IN SOUTH AMERICA, the Spanish expression cuento chino—literally a “Chinese story”—means a fairy tale or a fantasy. Is it too harsh a way to describe the recent talk about a blossoming trans-Pacific partnership, linking a confident, commodity-hungry China with a continent in search of new friends?

As fantasies go, this is certainly a powerful one, and it does have some basis in hard reality. But an element of make-believe is never absent either. On a visit to Beijing in December, Venezuela's President Hugo Chávez  told some tallish tales about the revolutionary spirit linking his nation and his hosts. Unveiling a statue of the (quite conservative) Simón Bolivár, who led Venezuela to independence, Mr Chávez called the anti-colonial hero a soul-mate of Mao Zedong, and noted the “great similarities” between the revolutions they led. To mark this brotherhood, Mr Chávez added, China would invest heavily in Venezuela's oil sector, while bilateral trade would hit $3 billion in 2005, more than double the 2004 figure.

None of this changes the fact that the United States will remain the biggest customer for Venezuelan oil. But the heady atmosphere of the Venezuelan leader's Chinese Christmas was only the latest in a series of spectacular displays of Sino-Latin solidarity. China's President Hu Jintao visited Argentina, Brazil and Chile in November—and promised to lay out tens of billions of dollars on improving the region's infrastructure. He also vowed that China's imports from Latin America—already showing an impressive rise (see chart)—would grow even faster; and he added Argentina and Brazil to China's list of approved tourist destinations. In Peru, meanwhile, tour-guides at Inca sites are brushing up their Chinese in anticipation of a huge influx of visitors. What did Mr Hu get in return? Most obviously, a big diplomatic concession: his three host countries agreed to recognise China as a market economy, a move which makes it harder to bring anti-dumping charges.

All over Latin America, meanwhile, there have been eager predictions of a massive boost to employment and economic growth, thanks to a new benefactor who could supplant, at least in part, the role played by American-dominated financial institutions and America itself.

On inspection, the agreements signed by Mr Hu on his tour do not quite amount to the money on the table for railways, housing and oil exploration which some Latin Americans expect. What China's president signed were “letters of intent” for work in these areas: “the first two minutes of a two-hour movie,” says Juan Llach, an economics professor at IAE Austral University in Buenos Aires.

The film could still be worth watching. It is true that the economies of China and South America are in some ways complementary. With galloping GDP growth and a scarcity of arable land, China's appetite for natural resources and farm products seems insatiable, and South America has both. China's imports from the region, primarily soy products and minerals, have nearly trebled since 2002.

If China is now offering to boost the continent's infrastructure, that reflects something more than just philanthropy or diplomatic opportunism. As many a European coloniser found, procuring goods from distant lands is harder when basic facilities—ports, roads, docks—are inadequate. If Latin America's are improved, China can buy more and faster.

The Latin countries, naturally, are looking forward to the promised spike in trade: an “understanding” between China and Argentina calls for a rise in Argentine exports from $3 billion to $7 billion over five years. And almost any big foreign investment would be a boon to Argentina, abandoned by capital markets after a default three years ago.

The Inter-American Development Bank posts its report, “The Emergence of China: Opportunities and Challenges for Latin America and the Caribbean”. See also the Argentine-Chinese Chamber of Commerce and Industry.

But despite the triumphant handshakes between Mr Hu and his Latin counterparts, nobody is sure whether China's financial assistance will really amount to investment in the ordinary sense. According to Miguel Broda, from an Argentine think-tank, Estudio Broda, the ultimate deals are unlikely to take the form of direct capital outlays by Chinese companies, on the lines of Victorian Britain's railway-building ventures in Argentina. Instead, China may offer a “tied loan”, at very low interest rates, for projects whose execution is then assigned to Chinese state enterprises. Some way would have to be found to bypass an Argentinian law that mandates open bidding for state contracts.

Even if China's commitment does take the form of real capital investment, some see it as a mixed blessing. As any anti-colonialist can tell you, investment that focuses heavily on extracting raw materials can be frustrating for host governments that want to boost skills and employment, and to add value locally—even though it hauls in some tax and foreign currency.

China, of course, needs raw materials for its own value-adding industries: hence the fears of some Latin American trade unionists, and industrialists, that a closer relationship with the Chinese will simply help them to compete in the world market in manufactures. Among the Andean states, there are fears that their textile sales to America will lose out to China's as the world textile trade deregulates this year.
Brazil in particular could be compromised by Chinese competition in sectors such as cars, according to a recent Inter-American Development Bank report. Sensing such a risk, Brazilian industrial groups nipped in the bud some recent discussions about a Brazil-China free-trade agreement. Many Latin Americans feel their hand would be strengthened if they bargained with China as a block. In the words of Felix Peña, an Argentine ex-minister: “They can just take advantage of the divisions if we are not working together.”
